In which Tonks explains her theory and convinces the other Aurors that it's worth checking out, they interview various people and ask them the right questions this time, and Williamson makes an appearance onstage for the first time since the World Cup, bringing bad news.
(And in which the author writes around something that can't be stated outright at CoS, and reflects that it would have been easier to leave it out.)
This was meant to contain the sting operation intended to catch the criminal as well -- usual problem of scenes expanding beyond their expected length (or more to the point, the author deciding that he shouldn't really gloss over certain characters and bits of investigation in a line or two).
